Well, being Saturday I was able to watch a few videos (popular and not) and since the change RalphFromSnap mentioned, all good again.
Have no issues with 480p and if I need higher quality then I download and the program I have been using recently moved to a premium version so the free versions speed is limited anyway.
GoodSync. Easily back up and sync your files with GoodSync. Simple and secure file backup and synchronisation software will ensure that your files are never lost (affiliate link).
Watching a few 360p videos last night and performance was so-so. Some videos would buffer enough to keep up with playback, while some (mostly sub 2 minute) would need time to buffer.
Waiting the speed of downloading, I noticed general burst of speeds up to 1Mbit, with average speed of 500kbit)

You should be able to right click on the video and go show video info. This works on my Mac and my PC in various browsers so I assume it's youtube more so than browser based.
