DrCheese: After some discussion with the good folks at the local 2degrees store, it appears that there is one rule for Apple products and one rule for the rest of the manufacturers. Data roaming should be turned on to enable roaming outside of the 2degrees canopy. If you have an iPhone, it's largely irrelevant as the iPhone will roam regardless of the setting, and sometimes even access data without an APN entered.
Haven't got to the bottom of the issue of the phone switching to vodafone in downtown Dunedin, but this might be an issue of the 2degrees signal being attenuated by a nearby building.

2DegreesCare: Just to confirm, you need 'Data roaming' enabled and APN set to Internet on all devices outside our canopy, not just iPhones/iPads.
iPhones 'should' connect inside canopy without these settings however we advise to make sure they're set so customers will be able to jump in and out to stay connected.
