Why keep the "solution" private, surely posting in here will be of benefit as anyone else that stumbles on this thread with the same issue will be no wiser. Im also on slingshot 100mbit but haven't noticed the issue due to not doing a lot of heavy http downloads.
I got this on monday night while updating BF4: as borat would say, veryyyy niiice.
Admittedly it couldn't hold 12MB/s but it kept it over 8. Oh and this was on wireless too for all the naysayers :D. Invest in good wireless gear and you will be fine
quentinreade: This issue was specific to this users account - so there was no need to broadcast it :) Nothing secretive - trust us!
As I just Pm'd it's not 100% fixed sadly :( I appreciate the effort but only half way there! lol
The test links I provided worked at 10mb/s (good) but my normal servers are still stuck at 2.85mb/s and as I put in my pm I just sent if it would fluctuate even between 2.8 and say 3.2 or something I would put it down to the servers I'm downloading from but being stuck at 2.85...I'm hesitant to do so.
So anybody who comes across this, it seems the issue wasn't in fact shaping/throttling but a problem unique to mine and I'm assuming a few other accounts(?) and as I'm typing this after the guys done their magic I'm looking at downloads maxing the connection.

I'm not sure whether it's related, but I'm seeing a similar limit on HTTP from some Akamai caches. 119.224.143.11 and 23.222.68.88 are the two that I noted down.
SFTP has been rubbish for the past few nights, too (~100kB/s rather than the ~1MB/s that was common a couple of weeks ago), but I guess that to be unrelated.
