Orcon doesn't have a Chorus handover in Christchurch at this stage, which is why the Prequal is saying its not available.

Do you have to have a handover in CHCH to provide service? I'm guessing not if it works the same as EUBA?

Sovereign Palms is outside Christchurch in Kaiapoi, North Canterbury.
Enable are building most of the Fibre in Christchurch and Kaiapoi, however Sovereign palms subdivision was a BOF subdivision built with Chorus Fibre.
Incidently the Orcon address checker states that they can provide a fibre service in the part of Wigram skies subdivision which, I believe, was built the same way ...i.e fibre with Chorus and is definitely within Christchurch.

Thanks to Fireengine I'm expecting to hear back from Orcon/Chorus with a definite yes or no, pretty soon.

It is bizarre that this system is so complicated that neither Orcon or Chorus can give a quick decision one way or the other that they can guarantee is correct

The original part of the subdivision (Sovereign Boulevard and North) was BOF. BOF is no longer and residents there can now get NGA. The newer parts (South of Sovereign Boulevard and Sovereign Lakes) was NGA from the outset. Although Enable holds the UFB contract for Christchurch there are pockets of Chorus NGA all over the city - typically subdivisions like ours - which aren't technically part of the governments UFB but are built on the same network with the same technology. So any RSP that has a Chorus NGA handover *should* be able to provide service here. Those that don't are doing so out of choice / business decisions as far as I understand it, but happy to be corrected.

Yes, each LFC area requires a handover.

Orcon has a Enable handover in Christchurch but not a Chorus handover.

Yes, each LFC area requires a handover.

OK well that explains a lot. It would be a tough decision for any RSP to invest in a Chorus NGA handover for Christchurch when it only buys them access to a handful of subdivisions.

That is why I think that Chorus should allow ISPs to "Tail" from a Chorus CFH Funded UFB Area handover to the Chorus subdivision fibre. This was previously done on copper, where Chorus would use their backhaul to "tunnel" the user's connection to another Chorus exchange where the user could then be handed over to the ISP's network. I think CFH rules doesn't let this happen in their areas, but I do not see why this couldn't happen with what is a technically private fibre install (no govt involvement). In some areas this has left users having either 1 ISP available or none due to the (expectedly) reluctant ISPs not wanting to waste money. 

(CFH - Crown Fibre Holdings)

Another option (which is very unlikely) would be for Chorus to hand the fibre subdivisions not in their LFC boundaries to the area's LFC. For some reason I do not think this will happen ;)

suggestion number one is great, however i think it would just add latency.

number 2 is much better, obviously they'd have to sell it because they cant just GIVE the network away.

since enable is a council owned company i guess we just need to all write letters to the council and ask them nicely to please buy those areas from chorus.

Chorus don't actually have a IP/DWDM backhaul network as such, they have a share of the fibre, but not a product that could allow something like UBR/Tail Extension that is seen on UBA, the product that RSP's consume on UBA is actually owned by Spark and then resold to Chorus then to the RSP's (Just like a POTS line that you buy from other providers). It allows anyone to setup national DSL coverage with pretty much 2 handovers (EUBA & BUBA) even then most of the small RSP's only provide EUBA.

In anycase there are quite a few options for RSP's to get to all handover areas, for RSP's that don't have a backhaul network I know that both FX and Snap have products that are wholesaled to others, like for example My Republic/Trustpower/Voyager uses FX to get national coverage. 

In the case of Orcon they will already have pretty much everything needed in Christchurch to service that area, but its just a matter of return on investment for a small set of users when the majority are with Enable, the same issue is happening for users in Tauranga area where there are some ex BOF subdivisions but most RSP's only connect to ultrafast because the business case to connect to Chorus for the few users will never allow them to get close to breaking even.

Apart from the Tauranga Chorus area, I don't think there are any areas left across the country that are tied to just 1 RSP (excluding the exclusive Vodafone cable area's like Pegasus in Christchurch)
