Sounds like possible congestion or fault at the handover but surely it wouldn't be that dramatic.

I wonder if there is like a trace they can run on your connection for 24 hours like they used to be able to do with ADSL

MadEngineer: So on Friday I finally get someone that can help and they email me a link to a tool that performs and submits off a line test.  Nek minit, the issue is gone - both friday evening and tonight there's no issue.

wondering if it's a provisioning thing?  does one's connection start out in some kind of no mans land before the account set up is complete? there was some oddity that the helpdesk couldn't make the link between my phone number and my account.
