Chorus guy just called. Pleasant surprise, didn't expect them to be working weekends. He had no idea if i was on VDSL or ADSL but said the problem was 'further down the line somewhere'. What ever he did has done the job, now on VDSL and speedtest shows i've been allocated a slingshot owned IP now.

Speedtest shows 15 down 1.1 up. I'm now back to the speeds i was getting 6 months ago on this line with ADSL2! About 6 month ago some chorus guys were in the grey post, said they were fixing up the internet connection for the people across the road. After that my sync speed dropped from 16 down to 13.
Unacceptable.
These speeds are typical of an ADSL connection - as you have said.
With VDSL you should expect at least 15Mbps downstream and 5Mbps upstream.
Either there has been a provisioning error &/or you NEED a master filter - which should have been provided in the first place.
If you can't get better speeds WITH a master filter, you should go back to ADSL without penalty to you - there's no point in paying extra for nothing extra.
