When I signed up with BigPipe, my line was activated for 100/20 by default - I had to contact them to increase to the 100/100 I was paying for. 

 

I'd assume all providers would do something similar, have a "default" speed - getting 0.44 up screams somethings wrong.

 

Give 2D a call and let them investigate.

2D Customer service talked me thru putting the right settings into my router...

 

It was set to the default, and not signing in with my account details...
