If you patch your PC you're testing with directly into the USG (avoiding everything else) and use the Windows Speedtest application and test to 2degrees Auckland or ACSData you still get slow speeds? I still suspect it is something on your network causing this to occur where it be QoS rules or IPS enabled on the USG (which cuts internet speed down) or bandwidth use.

I'll have a go but i'll have to create a new network on Lan 2 that is not attached to my Active Directory network; the USG does not do DNS as that is controlled by the domain controllers and I don't want to interupt Lan 1 as it will cause a headache with certain VMs that run on the homelab (twin Dell R710s, 16 bay supermicro x8, kids gaming pc - all rackmounted along with the dell 1920w UPS).  I don't believe that the network is the issue as its been running flawlessly at 1gbe speeds across the ports ( I've got quad drops to each room) and only phones/tablets operate wirelessly and laptops when not docked), and as I said its only occured in the last few days and I've made no changes to the network config, firmware updates etc.  that would normally be the cause of internal network performance.

Your network seems to have alot of extra stuff on it... have you ensured they aren't consuming bandwidth?

Yeah; most of the Vms are inward facing serving various family platforms (IPTV via Sat-IP etc.) the only currently running externally connected VMs are the mail servers which where not sending when I ran the tests and my 12 bay synology NAS which was not backing up to Google at the time either... I made sure that I had no external connections prior to the test but ultimately this network has not shifted in terms of VMs, use or new devices in about 6 months but its only the past couple of days that the bandwidth has dropped out... and even then since yesterday to today testing has shown it has increased from a low of ~35mbps to ~75mbps without me doing anything different...

This is seriously sounding like congestion to me - you've got a tonne of things running for a 100/20Mbit connection. Perhaps give 2degrees a call and go to Gigabit? It is the same cost currently.

Ok so connection is now back to 100/20 on local speed tests and confirmed with downloads from my ms account to work onedrive.  Just a glitch in the system
