How do you turn RCS on? Vodafone / Pixel 4a I didn't do anything and it seems to be working. The native Android Messages app sends RCS if it can, otherwise SMS.

You'd need the google messages beta afaik

No need for beta as it is standard now. Open Messages | Settings | Chat Settings.

Nineteen days later and still no RCS. RCS started working on my daughter's phone on the same day porting was done.

Is there some kind of phone compatibility issue?

It worked on Vodafone before, same handset. Deactivated before porting because if it stopped working (as it did) then Google wouldn't try connecting without registration.

Move to New Zealand's best fibre broadband service (affiliate link). Free setup code: R587125ERQ6VE. Note that to use Quic Broadband you must be comfortable with configuring your own router.

Thats good, damn, did take a while though.  If RCS was active at the time of porting, would you need to do anything if you didn't change phones?
