Traceroute (ICMP) being blocked isn't unusual; and is not an indicator that https (TCP/443) will also be impacted - firewalls can easily allow the latter without allowing the former.

You could try using "tcptraceroute" (probably will need to be installed appropriately for your OSes, and Admin rights are probably required too), then it'll allow you to traceroute via TCP rather than ICMP.

It would be interesting to see what (if any) difference is shown for those that CAN connect and have blocked ICMP.

We do not - our routing is via Telstra Global but the end of the traceroute looks the same (same peer1 hops then timeout)

I saw this thread and was able to check over the last couple of days.
Successfully browsed to codeproject.com / codeproject.ai from ex-2degrees (aka old Snap) UFB (CG-NAT and Static IP - all Enable UFB), current-2degrees (CG-NAT, Static IP - both Enable UFB) with no issue.
All using Firefox, Chrome and Edge.
