My line was installed and it's absolutely ridiculous considering the location:
Downstream rate: 6237 kbps
Upstream rate: 164 kbps
PPPoE pass-through: Disabled
ADSL Line
Status: Cable connected
Line mode: ADSL2+
Maximum line rate: 6160 kbps (downstream) / 945 kbps (upstream)
Noise margin: 11.8 dB (downstream) / 36.9 dB (upstream)
Line attenuation: 43.7 dB (downstream) / 25 dB (upstream)
Output power: 19.1 dBm (downstream) / 11.7 dBm (upstream)
At this stage, HSDPA 7.2Mbps is a bit better than my current DSL :(

Are you using plug in filters or a master splitter?
Your attenuation is pretty high which given your location suggests the most obvious issue could be your wiring.

I was going to mention but I forgot :)
I have no phone in the house plugged in and I'm using just a filter for the modem.

You don't need any filters if you don't have any phones.
