What I want to know is how they send the spam? Do they not pay termination fees??

Lots of ways. They might use mobile carriers with whom we have a cheap (or even zero, as you say) termination rate, or they might have their own signaling.

They don't need us to be able to reply to them, necessarily, for the message to arrive on your handset. They can just spam millions of MT-FSMs with our MSC address as the SCCP called party, and a random IMSI as the destination. As long as the international signaling carriers have a route to us, then it will reach our MSC and be delivered to the handset, if that IMSI is real and the phone happens to be turned on at the time. Our NACK or ACK will never get back to them, but that doesn't really matter to them.

It's not a high success rate, but it can work, and it does happen.

Normally it's the former, which makes it difficult, because you can't block the spam without blocking the legitimate person-to-person messages.

sbiddle: The issue isn't necessarily SMS's originating inside NZ - many of them are messages being terminated overseas and delivered via in some cases using gateways/operators that have BAK agreements for SMS termination.

I realise this, but right now we are at a point where the SPAM hasn't hit us yet.
We are in a unique opportunity to put in place a system that gives an element of control.
It would be a shame to pass it up, because by the end of the year, the traffic on our SMSC's will be 10fold if you use email as an example to compare it to.

I bet ya they wish they'd spent some time to brainstorm anti-spam systems 25 years ago?

If you read my thread on how SMS works, you'll see that that is not generally the case. The load will be on the sender's SMSC, not ours, unless it is coming in via sanctioned partner route - in which case we can control it anyway.
