Don't the majority of ISPs perform some kind of traffic shaping/prioritisation? I would have thought that VOIP is always going to get?priority?over p2p applications and web browsing would have priority over FTP.
Unless of course you join an ISP which expressly states that they do not perform traffic shaping/prioritisation of any kind - in which case it would be a unique selling point and they would promote that fact quite heavily??
