Just as an FYI, the above is how I solved my RECENT rubber banding when i am on fiber.  I am unsure if it will assist with the normal connection issues that may come up.  If you are not getting the issues recently check the following,

Modem in ISO, 
Check for high attenuation on the line, (noise on the line)
Check on another computer
Normal stuff the level 1 techs at orcon should know

Tried setting the DNS addresses to the spark ones and was unable to connect using them.

Try Googles 8.8.8.8 or 8.8.4.4  Basically anything except Orcons Global Mode ones :)

I used the Google DNS and also configured the QOS for league of legends. It definitely did help, but I still experienced lag to what I would call an unacceptable level.

google DNS won't be ideal either.  You really want to be using your ISPs DNS, but with global mode turned off.  
Presumably you can do this (I think Slingshot have this ability.)

Streaming twitch was horrible last night, even on mobile quality it kept buffering.... woke up at 5am and watched on Source quality with no buffering at all.

Something is seriously going on at peak times..... would be good to get some feedback on this. Ringing the support desk at Orcon just gets you nowhere, unless you like hearing "we can't find a fault on our end"
