2degrees don't use any shapers that would give you the values that you're seeing and your line stats look like they are to spec.
I would suggest that once your new CPE arrives, connect this and leave it for a few days to allow for ddDLM to do it's thing. Then re-test.

i highly doubt the backhaul capacity in somewhere like waimate will be the issue

Since you are on VDSL, Chorus will be backhauling your traffic to the local 2D handover (which won't be in your area, but probably in Timaru or Omaru) Nothing to do with cellsites or any backhaul 2degress is providing.

Without specifically looking at your line, my guess is that there was likely some downstream issue that made your profile go a bit wonky. Combine that would a bunch of CPE restarts which would then lower performance to increase stability.. Sometimes the best course of action is to monitor the issue for a couple of days.
I would strongly suggest you swap out that (presumably) 7390 with the new device sent out to you. Using an EOL device no matter how reliable it may be is never really recommended. Using the latest device means you'll be better supported and will receive the latest firmware updates and so on.
I have my old 7390 setup as a mesh repeater (serving suggestion) 🙂

It's already on gis.geek.nz so someone must have known about it..
