Have you checked that every machine in your network has the same DHCP/DNS settings?
If you get the devices to pick up the settings via the router they should probably just show (assuming windows) as "Obtain IP address automatically" and "Obtain DNS server address automatically".
Its worth you having an audit of your devices to make sure there is nothing odd there.
While it seems like its something to do with your other internet issues, IT work has showed me time and time again that coincidences happen a lot and perhaps it never pays to assume anything!
All of my machines have static IP addresses' I've double checked the DNS settings on multiple occasions. I get where you are coming from with double checking things but I have done this thanks.
Probably nothing related but thinking outside the square:
Does My Republic run IPv6? Maybe it's trying IPv6 DNS lookups and timing out first?
Is it a PPPoE service, MTU causing any issues?
Firewall being far to strict or someone trying to DDoS your router using the DNS UDP port and your firewall blocking any incoming DNS traffic?
Do you have a static public IP or do you have a private IP with carrier grade NAT connection? I suspect CG-NAT, although it may not have anything to do with it.
It's really weird if it does it even to Google DNS servers. This sounds like more of an internal issue or NAT/CG-NAT slash firewall issue. Though I don't normally recommend this, you could turn off any firewalls on your modem/router and see if that does anything. Watch external traffic usage to see if the routers being hit from a DDoS attack of some sorts. If DNS doesn't play up at this point then you'd know if it was firewall related on your own router.
How are your devices all hooked up? Is it fibre? Have you changed out any one single point of failure such as ethernet cable from router to ONT or switch to router etc... if you're using any of that? DNS is UDP, so the packets if they get dropped never make it back until your DNS lookup times out and tries again or tries again to the secondary DNS server. It's always good to remember to put in the secondary DNS too.

An update my hubby contacted "MR" about our account and we were waiting for a phone call from their Finance Team today and no luck, all we got was an email from Baycorp again saying they are reinstating the debt which I think is totally unfair....when they said they contacted my hubby he had no record on his cellphone which means they have been contacting someone else!! so much for MR trying to sort the problem out.....What a JOKE....I am going to contact some people tomorrow about this issue as its too late right now...

Tell Baycorp that the account is in dispute for non-performance. They must then refer it back to MyRepublic.
You don't go into much detail about the problems you experienced. Are you sure they couldn't have been just WiFi issues, not ISP problems?

There were a few issues....including incorrect billing we overpaid, wrong contact cell details for my hubby i worked it out the other day.
No-one gets back to you promtly and even with the modem directly plugged into the device still no service....these guys are cowboys and taking advantage of new customers...they are not registered with TDR to help with problems just shows how bad they are.
