hads: I'm guessing you're talking to Snap/UFB customers but for comparison I can get nearly 1.9MB/s on Telecom ADSL.

I'll be phoning and testing this one-on-one with a few users, but for anyone I miss, please give it a whirl. I'm just trying to cut the problem in half, to try and find where the issue is.
*Edit: Please try this while cabled to your router, with your torrents turned off, with other users unplugged/disconnected - thanks!
