I am considering jumping on the the Samsung Galaxy S3 $89 plan, to take advantage of the extra 1GB data plus the Snapper Wellington offer. But, I'd like to know:

1. Is the phone locked to 2degrees? I often spend lengthy periods overseas and it is easier to pop in a local sim...

2. If I flash/unlock the phone, will I still be able to use Touch2Pay?

The phone isn't locked to 2 degrees.

You can root the phone, but generally only ROMs with the built-in Touchwiz Framework will allow NFC to work (for example, Cyanogenmod doesn't support the backend stuff required for securing NFC)

The phone is not locked.

Flashing will most likely disable Touch2Pay as the required framework won't be present.

I can verify that phone is not locked, a number of phones has been sold at Dick Smith has the same firmware 2degrees phones have. Been used with Vodafone with no problems.

So far, only 2degrees support Touch2Pay, so as long as you have a 2degrees ROM, you should be able to use that feature. However, this might change in the future, as other providers might team up with Snapper and provide the same service.
