2D have said before that if you can connect to their tower without roaming then yes you are inside their MBB zone for data. Only beware that in the case of a new tower it goes through a testing phase so be careful you don't go back to roaming.
On 2d if you set your APN to '' (blank) instead of 'internet' you will only get a data connection if inside a MBB zone and not on roaming, so this is one way to be sure you wont go through all your prepay balance :)
