hey just a quick question.

I live in wellington and doing a speed test on speedtest.net to a wellington server is about 700kbps slower and 10 extra ms of ping compared to testing to a server in Auckland

Does my trafic travel to Auckland than back to Wellington

If your ISP doesn't peer at WIX the speed test will be from the Citylink server in Los Angeles.

LA route would add MUCH MORE than just 10ms

Probably what will happen is the PPP connection is terminated in Auckland so yes your traffic will go to Auckland before coming back to Wellington. Some ISPs have their PPP termination local to the area e.g. Xtreme Networks probably does for Wellington.
