Here are the stats from a VDSL connection where the exchange is 20M out the back in a shared building.  I thinks its actually to close.

Or you could find that the cable goes around the block and comes back to the exchange. Just because it's behind your house doesn't mean the cable will go that way.

Its not in a house its a business which shares the exchange building and has a locked door at the back to the Chorus equipment.

Give it a few days, you'll probably find that your sync increases and you should eventually get onto 17a = 70mbit downstream.

Its very funny cause I had pretty much the same speeds as you and my cabinet is right outside my backyard as well.
