I am with unlimitedinternet.co.nz at present, I am looking to move back to Flip when they offer VDSL, but only if they can reach 30Mb per second as I currently get.

Your dsl connection shouldnt change anything past usual DLM movements when moving to flip.

Flip only use their own UCLL gear. You'd have to wait before they roll out a VDSL2 service of their own (which undoubtedly won't happen until the Chorus 997/998 change) so you may be waiting a while.

Not quite true, Flip use uba services as well and VDSL and fibre services are coming soon https://flip.co.nz/product-options
