So I've got a tstick that short of checking it's frequencies (it's an old vodafone one) I'd like to hook into my router for backup networking.

But wondering if while it's there, if I can use it for outgoing SMS messaging?

Something like output from my alarm? or other programmatic access?

Or is this likely to be a thing only possible on a PC?

Well, it varies, of course - I have found that some of them only want to work in PDU mode - but I have used a couple in the past when building some automated testing tools. The two I used were older Huawei ones. One worked in regular text mode, and the other wanted PDU mode. YMMV, but as long as you have access to the emulated serial device so you can send AT commands, you should be able to get it to work.
