Being a bank it wouldn't surprise me if they've got ping disabled. (Edit: they do...)

Flood that IP address with a spoofed IP of a target ... Profit. Let's hope they're rate limiting those rejects

TRaceroute doesnt look too flash. Lots of packet loss. Then 'no route to target'
