They are disabled. They wouldn't be generally useful anyway because a lot of our interconnects are via SMPP, which means that between the SMSC and the destination is another gateway (or more than one). The SMSC considers it job done when the message is delivered to our gateway, but it's not - so the delivery receipt would be a lie.
