I cannot believe these companies think Poli is a good idea.
It is very concerning from a security prospective. I for one will never use this system.

Oh wow, I just read up about how basically no banks recommend using them, and that it exposes the customer to liability. To a customer using their system, it almost appears as if POLi has agreements with them, the way their system is so fluid. (read more..)
As for the credit card charge, I think it's fair enough, you can easily setup other payment methods. Seems fair that customers who want the benefit of paying with a credit card, pay for the service fees that come with that. Rather than sharing the credit card fees with those users who have setup lower cost payment methods.
It seems to be a growing trend with mobile/internet providers to charge this extra fee.

There were 2 poli's, one was a fake phishing grade website with the bank logos on it in violation of their copyright/trademark on the logos, which would be easy to block, just do a bait payment thru it (probably just a failed login would do the trick) and then nuke any accounts that have gone thru the same IP.
The other one which I saw was a browser that you logged in thru. Not sure how they would deal with that. I was more interested in if you could scam that rigged browser with a fake internet banking site that pretends to do payments, but in actual fact is just a local site that has the same responses as the bank and do some IP redirection to the local server and not the bank. I never really got around to seeing how scammable that one was.

It appears to me the banks choose to ignore it but will ultimately hide behind their internet banking T&C's if it all goes really bad.

Thwe good news is that fee won't be around for long (at that rate) because the MBIE review of interchange fees is due out any day and it's expected they'll be dropped to match Australia by next year.
