I’m seeing similar weirdness this evening. Loads of packet loss and intermittent access.
Things are very slow but mostly timing out.
I’m in Wellington.

DNS time outs to Bookface and others from the Chur-chur
Yes international is up & down. National is mostly fast, but a bit weird too (nz herald and geekzone are a bit slow - maybe because of CDN's in Aus?).
Cant seem to get to Sydney at all. Office365 email is slow or down..mostly down. I'm on the phone to them now.
2D Network status page says no issues (par for the course with NZ ISP's) - fn useless.
I thought it was just me, my ADSL is rubbish and thought it was just water in the lines again.
oh well, hopefully it wont take long to fix.

I've got a lot of intl's OK but varying speed it seems. It's the CDN hosted that are borked totally.
