Looks like the 'direct' APN is not working this morning - I'm being assigned a public IP address but there is no IP reachability.  Everything stopped at around 5:45am NZST.  Any IP traffic destined for an IP assigned to the router is responded to with an ICMP Host Unreachable message:

traceroute to 118.148.58.24

10  91-0-148-118.nzcomms.co.nz (118.148.0.91)  27.952 ms  27.988 ms  27.963 ms
11  91-0-148-118.nzcomms.co.nz (118.148.0.91)  27.989 ms !H  27.897 ms !H  27.930 ms !H

Counters on my router (A Cisco 819) show traffic is being sent out but not a single packet is coming back in.  After restarts and new dynamic IPs being assigned it still isn't working, but if I change over to APN: Internet then outbound access works (just no inbound...).

Hopefully 2degrees can have this fixed soon.

Maybe the direct APN has a small IP pool and this is exhausted or the APN now has the standard APN rule block inbound connections

Have you contacted 2degrees?
This is not an official support channel.

There doesn't seem to be an issue getting an IP - every time I restart I get a different one so I don't think the pool is exhausted.  The ICMP message returned from the far end router at 2degrees is "Host Unreachable" which is typical of either (a) a firewall rule blocking the traffic or (b) the gateway not having a route for the client's IP.

Yes I have contacted them.  No response as of yet.

Working ok here fine (if I've understood the query correctly).

Run a web server app on my android device using direct apn. Create a custom index.html page ' It worked!', run server on port 8080. Verify IP assigned to my device by googling 'what is my IP.

Visit IP from another device (different network), connects fine...

Edit: And trace

Yes it looks like it all came right around lunchtime.  Someone at 2degrees must have noticed :-)

Awesome glad my 1hr of testing was completely pointless when it seems the issue was solved hours earlier.

Updates people ;-)

Sorry about that c0ld - I didn't find out myself until some hours after it had been fixed and I was able to look back in logs to see it came good earlier on.  I'm pretty impressed with your diagnostic setup though!
