I noticed on 2Degrees compatible phone list they state "Samsung phones running Android 10 or later will work for VoLTE and WiFi Calling on 2degrees....". Looking at the specs on gsmarena for the Xcover 4S  it is upgradable to Android 10. How likely is this going to work for me on 2DM WiFi calling if I can get a used unlocked 4S running on Android 10? I get the feeling I'm better off looking for an S7 but I would prefer a more robust phone like the Xcover, can't afford the new Xcover 5.

Have you got the option to turn on WiFi calling in the menu of the handset?

@kiwibum ' Samsung Galaxy Xcover 5 ' the ' Xcover 4 ' is not listed

The website also advises this

" If you’ve got a phone in the list that wasn’t purchased from 2degrees, it’s difficult to say whether it’ll work with 2degrees VoLTE. Perhaps give it a go to find out "

Unfortunately I don't have this phone to try:-). I'm considering it as an option to replace my Moto G 3rd Gen. My Moto G has the WiFi calling option but I've never managed to get it to work. Vodafone UK list the Xcover 4S as working for WiFi calling:-). After reading some of the Amazon reviews on the Xcover 4S case cracking and it not really being a ruggedised phone it may not be that great anyway and maybe stick with trying to find an S7 and just keeping it in a rugged case. I hate the idea of these glass backed phones but finding something in the 5" display/phone size is fairly limiting.
