Has your area had a cabinet installed?

Look up your address here: http://www.telecomwholesale.co.nz/maps

So it goes faster when you don't use the filter? That would mean the filters not working.

Ensure every phone including sky and monitored alarms is using an ADSL filter. Only the modem should have an unfiltered connection to the phone line.

Test each filter you have one by one to see if it's dead and causing a problem.

Sometimes, if I turn off my modem for 8 seconds, I reconnect with better speeds, but there's something known about my local exchange that causes that.

Some of your existing filters seem broken. If You use a filter and it slows your connecting that filter is broken.

I only need to reset my modem once every 24hours.

How far away from the exchange are you? You should be able to ring telecom on 123 and ask them to do a line test and they can give you an almost exact distance if you have your landline with them.
It could be possible that the technician who connected you didnt raise any flags about distance if you are a bit far out.

I have a customer that is about 6km from the exchange and the technician reduced the port speed to about 320k so they had a stable connection without raising any flags.
