I have a problem in my flat, some people seem to use the broadband up very quickly so I would love to do 2 things.

1. See who is using what? is this possible to see who is connecting to it and who has used what ammount? I guess I might need some type of software for this but I don't know.

2. Can I restrick 1 or some users to dailup, we currently buy more allownace but want to block those who go over it form getting more allowance.

Generally there are pay solutions, install a program on each users PC, and limit them etc, or you could do it free with an open source solution and set up a dedicated gateway machine, but it may be beyond your technical capability, and could create port forward headaches etc.

Do you have a budget? What are your flatties doing? Music? Gaming? Youtube?

Yeah so I would have to install something on each machine or on the 3Com router. I can not install it on their PC's so I guess it's only the 3Com option.

I don't know what they are doing, they all say they are not downloading etc yet we using 25-30Mb a month so I KNOW they are doing something.

Just wanting to clarify, do you mean 25-30Gb a month?

One option you could try as mentioned above is setting up a dedicated gateway machine. I did this in one of the flats I was in and the actual machine itself I got secodn hand without an operating system for $80, and it was more than enough for what we needed. There are plenty of free open source gateway programs as well that you could use to determine who is using how much bandwidth. One thing we did in the flat was shaped the traffic to each persons computer so we were all getting even speeds depending on how many of us were on. As also mentioned above, this may be outside your technical abilities, but there are plenty of tutorials online for this sort of thing.

Try http://www.clarkconnect.com/info/ to look into the software needed.

Make them get their own connections if they cant restrain themselves. There is no obligation to share a connection or a phone with flatmates despite what some whiners will try to have you believe.

If you're tech savvy grab a spare old PC set it up with a linux based proxy firewall distro (pfsense, monowall, smoothwall, clarkconnect etc etc) and force everyone to go through the proxy.

If you're not tech savvy and just want a solution that works and don't mind buying a new router and a small monthly charge for the service, check out http://www.webgauge.co.nz/

$150 for the wireless router and $5 per month for a subscription to the usage stats online.
