Alvin, Ithink what JohnR is trying to say is "give us more information". Plan, location, distance from exchange, router model, wired or wireless, is this downloading a single file or torrent, is this the speedtest result, what server used for testing, etc.

Just for starters, have you tested your home wiring? Have you unplugged ALL other devices (telephone, Sky box, fax, etc) and tested this way? Are you using correct filters? Are you using the filters in the correct places?

Lots of questions and your post didn't give any information at all for people to help you...
