these days i would suggest that this would be the norm. throttling, shaping and/or caching. An ISP that didnt do this would probably be the exception.

Depends on what you are doing. They seem to finally have figured out how to distribute broadband properly to the users that pay for it.

they shape usenet depending on peak/offpeak period (which i find odd) - you are better off using torrents which max out the speed if you are on the right tracker

Very rarely I notice it but otherwise, no. But then again I dont do much these days online apart from email and browsing. My download and gaming habits have changed a lot.

Usenet shaping? First time I'm hearing it. I get my line's max speed on Usenet, way less on torrents and RapidShare.

I was on the Big time plan. I am on Slingshot's all you can eat. Looking to Orcon, becuase I've heard they are quite good.

When Orcon first got their shaping equipment, there were some problems with getting it set up right and it shaped some things (IRC, rapidshare) to the point where they were entirely unusable. This seems to have since been sorted out and I get full line speeds on Rapidshare and everything else I commonly use.

I know when I was on GoLarge with Telecom, I had software (such as Steam) which would fail to work due to their over-zealous shaping. I haven't had any of those sorts of issues on Orcon.

So yes, they do shape their traffic, but not in such a way that I find it irritating or invasive. Your mileage may vary.

whatever they do is not noticeable to me.
Peak time, holidays, weekends it dosent matter to me.

I havn't noticed anything either
When I was with Telecom my torrent speeds were about 200k/s and playing Aion was a no go, I had to route through a US proxy just to get a 400 ping, without proxy I just lagged and dc'd,

Flicked to orcon now I get about 700k/s on Torrents, and ping to Aion was about 200ms without a Proxy.

And the speed never changes for me no matter what time of day I use it.

I don't play Aion anymore, just using it as an example from when I used to play

Also PS3 Network download speeds were crap with Telecom, But great on Orcon (I also have my phone line with them so it might make a difference?)

There may be management in place but it hasn't affected my ability to use the net for all sorts of things. Admittedly on my first night or two of having it connected the speed was rubbish in the evenings, but a few power cycles of my modem later and it seems to be fine every day now. So I'm getting consistent speeds for everything at any time of day.

Possibly faster overnight but I wouldn't know as I'm not awake to check. Lets just say it hasn't been a negative experience so far. But the good thing is you're not locked into a fixed term contract so if it ends up being no good for you, you can always go elsewhere.
