I've been experiencing very slow Usenet speeds over the last couple of days (60-70KB/s as I type). I usually see 250-300KB/s with peaks of up to 1MB/s every now and then.

I use the following providers and connect over SSL on port 443.

Anyone else noticed a slowdown over the last couple of days?

Your using Usenet as a bulk downloading service? Maybe Slingshot has been working on their prioritisation software and are now balancing your load like to match the rest of the users who bulk download.

You only see 250-300KB/s on average when your line can go up to 1MB?

Slingshot are definitely throttling your connection then, unless you have set it up wrong, because on Astraweb, it accepts 20 connections at once would should be more than enough to max out your connection all the time, every time.

I have never seen anything less than max line speed when downloading of Astraweb at any time of the day, although I am not on Slingshot.

You should investigate alternative ISP's.

Breaking the first rule of Usenet is probably not helping. It looks like they're trying some shaping that proceeds in steps, with the first few minutes fast, then progressively limiting the rate if the download keeps going, presumably to get Youtube working acceptably for more people. If it keeps the service going I'm all for it.

Slingshot is a cheap oversubscribed service, they manage unattended/bulk downloads on purpose so regular www, gaming, voip, email is given priority on their limited international transit.

There are regular improvements in the "definitions" for the hardware appliances they use to manage traffic, they have obviously caught up with usenet over ssl now.

Bad luck, you get what you pay for.

Find a new method around the traffic management, live with it or change ISP.

Tunnel traffic over SSH/proxy via a NZ based VPS with un-metered international traffic will probably still get around their management but by the time you pay for the hosting of the VPS you're probably better off looking at a different more expensive ISP that doesn't have international transit issues due to the low price point they are charging.
