No telco wants to provide your unprofitable broadband connection without your mega-profitable calling and tolls connection as well. Actually barring toll calls would mean that they get no chance to collect on your calling, effectively making you an unprofitable customer. Noone wants those.
Stupidly though, they can't even offer PIN bars or CallTrack like services.
