Usually I get around 21-23 ms but lately it's been 26.

No change from my part, so it must be Orcon....hmmmmmm

Also noticed utube takes a while to start buffering, but when it does its fast as normal.

Seriously: 3ms? Even an increase of 30ms isn't considered anything near a fault in a Wholesale ISP environment.

Please do share what your ISP says when you contact them about this.

Well you've have probably picked up the subtle hint that 3ms is not much of a concern as far and latency on the internet goes, however can you please explain where you are testing to and what affect this is having?

This may not impact you, however its worth checking to make sure you have 'interleaving' turned off on your connection, if not then you should be able to trim off a few more ms.

By default Orcon have this turned off so as mentioned it most likely does not apply, however thought I'd provide a semi-constructive answer to your honest question.

For a laugh have a look at what your mouse click reaction times are, slowest factor is between the mouse and chair :)

As we enter the colder months, the inside of many New Zealand houses will increase in temperature as people turn on their heaters in an effort to stay warm. This will raise the ambient temperature of many pieces of computer equipment by a couple of degree celsius.

Now, as we all know, computer equipment's efficiency and thus speed decrease at higher temperatures. Simple maths will tell us that running the same process at a slower speed will result in a longer processing times. The 3ms delay you are seeing is possibly happening because you have heated your home.

Please put on some warm socks, turn off the heater and report back with any changes in your latency.

+/- 3ms is not a noticeable difference in latency.

If you are having an issue with youtube buffering / speed issue this is an unrelated different issue.
