Is it just me or has anyone else noticed a big drop off in speeds during the 1am to 7am $5 period overnight that snap offer.

I often use IDM and sometimes Utorrent over this time and my speeds for both used to be always over 900kB/s but now im lucky to get over 250kB/s in Utorrent and about 600kB/s in IDM. Often IDM was running at double the speed it does now.

Have they started to throttle traffic over this time?

 As seems strange to me when doing speed tests they are still looking good until I try to download something.
