The first splitter is under the house. Does the amp power plug need to be there? Possible aerial- mast amp - splitter - one goes upstairs other goes downstairs. Downstairs next to tv I out the power plug.
Amp power supply can still be behind the TV provided the splitter is a "power pass" type at least on the socket leading to the Power Supply so the voltage will pass thru to the masthead. Also your picture shows one output not used. That would indicate you have yet another splitter somewhere for the two downstairs TVs? Not a good idea to have an unterminated socket on the splitter. I'd suggest run 3 separate leads to TVs - one upstairs to the other splitter and 2 downstairs to the TVs.
Alternative solution is install more than one antenna. Feeding 4 or 5 TVs of a single antenna in marginal strength is not a good idea. I'd use one antenna for downstairs 2 and another for upstairs, and you still might need an Amp on each.
Stupid question I guess but confirm that the antenna is installed with the correct polarity for your location? Trying to receive a horizontally polarised signal with a vertical antenna results in massive loss of signal strength.
