I'm a little bit lost when it comes to understanding what you are trying to do.
I'm guessing you are sending your PC signal to your TV using 800x600 as this is the normal s-video or composite resolution.
When you're viewing normal Freeview|HD content on a 4:3 screen you need to view it letterboxed to view the full width. As you show in the diagram this will give you black bars at the top and bottom.
Since you obviously want it fullscreen without bars you should be setting your software to display the image centre cut. This means it'll simply chop the left and right off the picture but maintain the normal vertical aspect ratio. This should give you a fullscreen image.
You aren't just referring to the black bars that remain around the outside of the PC desktop and the TV itself since you typically can't overscan a tv output of a PC GFX card? Using a TV output really is a last choice option when it comes to displaying PC content on a screen.
Here's my setup 29" 4:3 TV HVR-2200 Tuner Card ATI HD4850 graphics Card Output to tv: Component or composite. Right now i'm using Component. Get same results through composite. Player: PowerDVD 8, Media Player Classic Home Cinema, DVBViewer, VLC media player, any Directshow player. Video renderer: Overlay Codec: Poweredvd8 or ArcSoft TotalMedia Theatre
Everything i was trying was based on overlay being displayed full screen on tv(secondary display) while pc desktop was free to use. What i've now realised is that pan-scan doesnt work in this situation. So now when playing these "Pillar Box" broadcast's i switch to "standard dual mode". That means in order to have video displayed full screen on tv it has be be full screen on pc monitor.
Now to do test's under this setup.
1st off Media Player Classic Home Cinema. It's pan-scan feature works great but problem is it doesnt support the he-aac audio so i have no sound. And theirs currently no publically available directshow splitter filter that supports he-aac audio. So that rules out all Directshow players as a solution. PowerDVD 8 unfortunately doesnt have the pan-scan option. DVBViewer supported both video and audio and the pan-scan feature worked great. Problem is theres no fastfoward or rewind. And finally VLC media player. This player doesnt have a pan-scan feature but i was able to get full screen by changing Aspect Ratio to 2:21:1 and Crop to 5:3. I get sound as well yay :). The only downside is it doesnt support hardware acceleration.

Oops forgot the media player controls show when mouse is around bottom of dvbviewer You can also fastforward and rewind with dvbviewer using "shift right" or "shift left" :)
P.s On a side note if i select theater mode (full screen) in catylst control center the output of my hd4850 to tv through component is NTSC. If i select Standard dual mode output is PAL. Strange aye
