II have a freeview box DishTV AerialBox T1020 in the lounge and I have a TV tuner card and Wifi router. Can I transmit the TV signal through Wifi router to my Laptop. How?

You can't from this box. If you want TV on your laptop you should look at HDHomeRun.

It plugs to your network using an ethernet cable so it needs to have a point close to the device, which is probably going to be close to the aerial point. Once the device is plugged in the network any computer in the LAN can get a TV signal.
