Why do some Freeview devices automatically update channels and some don't ?

Regardless of whether the device is Freeview approved or not ?
Eg. FV approved that did not auto-update;
DishTV box, Zinwell box, Panasonic TV
Eg. non-FV approved that did auto-update

No idea but it's a complete pain. Both my Panny TV's and MagicTV DVR didn't, while my crap old JC Matthews DVR did.
