Umm... transmission charges should reflect the cost of providing the service.
Why should a local channel get a cheaper deal for space on a transmitter than a national channel?
The NZ On Air statement is revealing - basically the audience appears to have been too small to sustain the business model.

Why not? A national channel has more reach viewers, so use it to generate more revenue. Maybe it should be based on viewership or revenue or something. There are quite a few industries that operate this way. Infact a 'shared success' revenue model is what quite a few online systems are now using. eg the more money you make, the more money you pay for the service.
They could do what Triangle TV in Auckland did and throw their lot in with Sky though they may find their audience even smaller then..

They are now supposed to be streaming on star.kiwi. Nothing live happening at this stage.
Maybe it won't be "live streaming" but will in fact be as on demand content.
