Is it possible to see where my Freeview streaming network bottleneck is that is causing picture freezing?

Suggestions I have found: PingPlotter and PRTG.

edit: a simple test can't find the path to the freeview server.

ping www.tvnz.co.nz/livetv/tvnz-1 fails

ping www.tvnz.co.nz is successful
