So are there actually any programs out there such as Adobe Audition that will successfully open, in order to re-encode to something else?

Pretty sure there's not, but just wanted to throw it out there, just in case i've missed a trick.

I use mediacoder audio edition to transcode AAC audio files - it has a number of different codecs with it hopefully you may find one to suit your needs.

I can't however edit files - check it out at mediacoderhq.com it's free

Im unsure on this, but aren't there editors available that rely on directshow filters? In which case you could make use of existing AAC-LATM filters such as monogram and Cyberlink (w/demux filter).

so far Winamp seems to be the winner. Sound wasn't that flash for the TVNZ7 clip I tried it on, but TV2 was OK.

Mediacoder was very hit and miss. Couldn't get it to read the audio correctly.

this is the way I ended up going it:

1 - demux .ts file using DGAVCIndex
2 - open .aac file in Winamp and convert audio to .wav using disk writer output plugin
3 - convert audio to .mp3 or .mp4 (AAC) using Super
4 - create .avs file using Notepad, load this into Megui, to re-encode the video to xVid or x264
5 - mux video and audio using MKVMerge

This is rather a lot of work, but more proof of concept than anything.  For now it's far easier to use MPEG2 files from Freeview.

I assume you are trying to edit the video/audio?

Otherwise why not just use Handbrake?

I couldn't get Handbrake to work properly, what version did you use?

Handbrake 0.9.3.

Maybe better to use Comskip on the raw ts if you can get it going? Then Handbrake for compression/conversion for storage?

yes you can install Cyberlink DS filters from their trial copies of PDVD8 or Power Director (think that should still work), play around with the Merit values of the various DS filters and then open up the ts files (with AAC-HE) audio in Virtualdub. From there you can do what you like I guess including the simplest (which is what I used to do) save the audio as a wav file which then becomes editable with just about any product around
