Just another data point. I recently setup a site for a friend who wanted a site for her own project. It wouldn't need lots of data storage and needed to be easy to manage.

I chose www.sitevalley.com which for US$30 gives us 1G storage, unlimited traffic and free domain registration (for .com, .net, .info, .org, .biz).

I chose www.silverstripe.org as the CMS for the site and even though I really don't have much Linux or PHP experience, I got the site up and running in about an hour using their online tools (full mysql and PHP support) and a ftp client on Windows to get the files up there.  Also when I was looking at their capability for hosting this CMS I would receive email responses back within 24 hours or less of initiation so their tech support seems quite responsive also/

I have found that http://www.webbase.co.nz/ have been very reliable and helpfull.
Based on my experience I would give an 8-9 out of 10.

Well I have working on the site today, mainly using Silverstripe (so lots of local javascript in the browser) and then testing it. Of course I am the only user but performance has been fine, with both using the CMS (and therefore interacting with lots of PHP code on the site and mySQL) and ftp to and from the site.

The fact that it's  based in the US means I don't have to worry about traffic charges which is a nice benefit.
