I am looking to find a decent CMS that is fairly capable when it comes to a news site. Have looked into Wordpress and Drupal but I'm sure there is something better out there.

It must also be able to use custom themes, of which they should be relatively easy to create and then style, preferably with HTML and CSS but am open to using PHP

Im using Xoops.org

Been using it since 2006. Its pretty old but rock solid and still manages to gets the job done.

There are loads of themes, and plug-in modules and they all customisable.
