why don't you just use a Web CMS like Wordpress, Umbraco etc?

Microsoft Expression Web 4 is now free and it's actually a very good program. Simple to use and full featured beats the pants off Dreamweaver.

Wordpress is ok, but you have to keep it secure and up to date to prevent it getting hacked. A static dreamweaver website is easy, because you just upload it, and up you don't have to worry about it too much.
