I've had someone in china test a php proxy website i've just installed on one of my servers (phproxy-plus-1.3), facebook is blocked in china so we tested that first via the proxy.  Tested without the use of ssl and they still couldnt access it, however I could still access facebook over the proxy from here.  Next we tried with proper signed ssl and it was up and away, the person in china could get into facebook.  So im assuming some sort of filtering (other than url filtering) is going on in china?

Yes. They also filter based on the content of pages, so SSL is a necessity.

We also tried a vpn back to an ubuntu server running on my UFB line. I set up pppd on the server and the person in China connected no problems and websites worked, speedtest.net showed my ISP's name.  Vpn encryption also enabled.  However still no facebook or youtube, im assuming its DNS related and custom dns servers will need to be set on the client lan side?  Any ideas anyone?

a lot of filtering going on in China

http://en.wikipedia.org/wiki/List_of_websites_blocked_in_China  according to this page - google docs etc is blocked - but PirateBay and IsoHunt isn't - weird.... blocking legit sites but not illegal ones.... What a strange country
