Say I wanted to launch my own website, with a different concept but a similar level of functionality to trade me. Excluding the costs of hosting, equipment etc,  what could one reasonably expect to pay to have this level of website developed?

A site like TradeMe is not a one-off investment, you would need devs on staff to maintain and continue to improve the site.  So your question doesn't have a simple answer.

To get a design done by an overseas designer you should expect to pay between $200 and $500NZD.

To get a website developed you should expect the same again (~ $500NZD).. although it depends. Perhaps they will use a open source auction site software.. it might make it cheaper.

Of course using someone overseas has certain risks...

Ekast are a NZ based company that handhold you through some of the process - although you pay extra for this.

To do it properly and safely you would need a senior developer in NZ. Senior dev's tend to cost around $90-$100K per year. You would still need a designer to make it all pretty.. the last responsive website design quote I got on top of a wordpress from an NZ based company was $20k. I got the same thing through ekast for $400. Although you get what you pay for (I got an orange website instead something really cool).

So there is a big estimate for you $500 - $100K NZD.

The cheapest option is to use an off the shelf solution then get it modified. But to build from scratch, developement and tweaks over time could be in the millions to get it developed in NZ .  Or you probably could get it for a fraction of that if you went to India, but very difficult then to handle quality control. It is really how long is a piece of string.

You would also need to consider if you need a mobile version of the website, or any mobile "Apps" for iOS/Android/WinPhone 8, etc. As a mobile version/App will obviously increase the initial cost to a decent degree.

To clarify, I guess I am wanting a good looking, fully functional but not bulletproof website put together that I can use a demonstration of my vision, which could then be shown to potential investors with more cash to throw at it.

It's this initial design cost that I'm curious about.

You shouldn't need a fully functional site to attract investors.  Simple mockups and a business plan would be a better way to spend your time and money, IMO.

This description is still way too vague - and is in "marketspeak" which I don't understand - can you be more precise about what you want?

Wouldn't you be better to hire a designer to do screenshots of the front end of the  website, so you can then do a power point presentation. To do it as a website would be quite a big cost.  Essentially you are just selling them an idea at this stage aren't you?

One of the worst things would be to have a mock website done on the cheap of a partly functional site, and and you are showing people, and you get errors. They will want to try out different things and test it. That would instantly turn an investor off. Remember the iphone, when they initially showed that some apps like 'notes' were just screenshots, they didn't want to risk doing a keynote and have problems.

my two cents worth - I would suggest that a product vision demonstration is a different thing that a commercial end user website.  The latter will cost you several million in order to get it fully functional (and in the cloud) simply because of the number of people that need to be involved and the cost of their wages.  The former is a lot cheaper - as it really comes down to how good you are at developing a business plan and making [multi-]media presentations.
