Is anyone else baffled trying to open an existing .one file with the OenNote modern UI app?

First I drill down with OneDrive and find the .one file I want to open. I tap it and I get a dialog "How do you want to open this type of file (.one)?"

I already have OneNote (modern UI app) installed so why wouldn't OneDrive give me that as an option?

Then if I go to OneNote there is nowhere an option to actually open a .one file... I can edit the "Personal (Web)" file ok but I want other notebooks not that one...

So how do I do it?

move the .ONE into the cloud then open it from the Modern App

I haven't any success with it either so far. Maybe it's just not meant to happen for some reason. I'll keep trying.

Can you drag the .one file onto the modern app icon on the taskbar?

I am using the tablet and rather open it from the touch interface - less desktop as possible.

You know, trying to do what they told me to...

import the file into your Synched notebook

Can you not see it on www.onenote.com ?

The only one I see there is "Personal (Web)". 

I can use OneNote desktop to copy/paste sections from my other ones into this. But I'd rather OPEN other notebooks - I'm actually trying this because someone at work came to me and asked how to open a different notebook on his Surface. I tried on my tablet and OneNote modern app doesn't have an "Open" option, OneDrive modern app doesn't give an option to open a notebook with the modern app, so things are stuck.
